Yes thats right. It isnt a case of blocking for leeching.. well thats not the only reason. We require you reach 20 rep to access the downloads section to show your commitment to sharing and being one of the community here. Sorry but there is no special treatment here. I hope once you get to that magic number 20 you will still adibe by the sharing ratio.
